Hardware + Software + IPCore + Licensing

i would like to realize my first application with the Board DE2-70, it is about a image fusion of two video sensors. I have a system with windows XP and USB port.

Could someone here tell me which software,Hardware,IP Core i need to realize my application, how much they cost? and about the licensing that i need to use this product?
