Fix Routing

I use Quartus II for programming Cyclone IV FPGAs.

Is there a way to fix the routing between two Logic Lock Regions without fixing the routing of the whole design?

I want to be able to create, move and delete other elements on the chip without changing the routing and position of some special LLRs.
