EPCQ-A　nCS Disconnected

Hello

　I forgot to connect the nCS pin of EPCQ-A and the nCSO of FPGA (Cyclone Ⅲ) and created a board.
　Currently the FPGA nCSO pin is open.
　Since it is a BGA package, it is not possible to add wiring.
　Doesn't the nCS pin of EPCQ-A work with "Low" fixed?
　Is there any good way?
