Preferably, you would have stocked sufficient number of devices for the remaining lifetime of your product.
If you missed it and don't get it from an antique IC dealer, a board redesign is most likely necessary. You'll face difficulties to find a suitable 5V supplied logic device, a 3.3V logic device with level translation may be necessary. - Altera_Forum

If you insist staying with 5 V I/O, a Cyclone I can fit your requirement. I think you can still get them now. Cyclone II or later are 3.3 V I/O.

Cyclone has 3.3V maximum I/O voltage. The newest Altera FPGA device with 5V tolerant input is ACEX1K family, which is still in production. ACEX1K30 would be able to functionally replace a fully utilized EPF81188A.
