encrypted RBF file via PS

I am able to load an unencrypted rbf file via PS using the byteblaster II on a stratix III, but I am unable to load an encrypted rbf file using this method. I have already downloaded the microblaster tool, I continue to receive a configuration error. Has anyone experienced the same problem

is there anything i should look into ?
