Welcome to INTEL forum. Based on my understanding, you must have a licensed version of Intel Quartus Prime software to generate SEU FIT report. Refer to https://www.intel.com/content/dam/www/programmable/us/en/pdfs/literature/ug/ug_altadvseu.pdf#page=24
