empty POF file?

I am new to the Altera tools and am attempting to view a pof file with the Silicon Labs

IDE v 4.20.00 but this file appears to be totally blank.

The file displays as being 15kb in size but I can not see any contents within tthe file with the IDE.

Am I doing something wrong or how can I be certain that the file is not corrupt?
