DSP Development Kit, Cyclone III Edition. usb problem

I have Cyclone III Edition DSP Development Kit board.

There is USB to program Cyclone III and debug over SignalTab on board. I supose that data can be transfered from CycloneIII to PC over usb (ftdi). But transfer is not successfully.

I see, that there are CycloneIII pins:

usb_ren, usb_empty, usb_empty, usb_wen, usb_ifclk on board and i'm supposed, that MaxII can switching this pins from CycloneIII to ftdi.

Is there any switching usb pins from programmator to CycloneIII usb pins inside MaxII? If this switch is inside MaxII, why is it not working? MaxII program version is 1338.

That is the function of Cypress USB Chip on board?
