External non-volatile configuration memory is required for all FPGA that don't have internal flash like MAX10. If your system includes a microprocessor, you may alternatively use it to load the configuration bitstream from a mass storage device. - Mengzhe

Unlike CPLD like MAX 10 which has Configuration Flash Memory (CFM), external configuration memory is required for all FPGA, including Cyclone IV devices.
Under passive configuration mode, you may use other host (like a CPLD or FPGA) to transfer configuration bitstream from other memory device.
