Does Quartus II support pci jtag ?

I have develope a pci motion control card using cyclone II device,

There is a jtag interface in pci slot, does Quartus II support pci jag ?

or Quartus II have the pci jtag driver ?

    Some questions in return: JTAG pins are regarded as optional in the PCI and PCIe specification. Do you know of any PCI/PCIe board that's supporting this option? If so, are you aware of a software interface standard, that could be used by tools as Quartus?

    P.S.: I see, that the PCI JTAG signals are unused in the common Intel PC reference designs.
