DE2 Board HEX display fail to function

Did you burn any program onto the FPGA chip? If you did, then this phenomenon may be normal. You can use the DE2_115_ControlPanel tool inside the accompanying CDROM to manipulate the HEX by yourself, so that you can verify it is working or not.
