Cyclone3 PLL_CLKOUT LVDS uses VCCIO

I swear I read that the the PLL_CLKOUT's don't use the VCCIO for their LVDS. I can't find where I saw this, and haven't found anything that clearly says it isn't true. It would be nice, because they aren't in bank I'm planning on using for my other LVDS IO. They are in a bank that I'd really like to do 3.3V IO.

Anyone know where the truth can be found?
