Since you mentioned about Quartus II compilation, I believe you are referring to powerplay power analyzer on these values. Mind share with me on the 40% lower static power? Is it extract from the Altera web? By the way, you can use early power estimator to double check on this by just select the device without enable any logic to see if the 40% lower is refer to intrinsic power consumption without power up.
