Cyclone V pin-out question

I was planning to ask Altera Support about this, but it seems the support system is off-line right now, for an update, so I figured I might as well post here while I wait. I'm the CAD librarian here,...

Thanks for the input, Alex. I did ask for a better explanation from Support, but I'm not holding my breath. The immediate response I got from my additional request was "it might turn out the be that the information is proprietary and confidential", this just left me with a look of:confused:

If I get something that does explain it bit better, I'll try to post it here, for the sake of the thread.
