Cyclone V GT Programming Sucess in Tool but not working

Hi Team

We have designed one custom Board with Intel Cyclone V FPGA GT with part number 5CGTFD5C5F27C7N.

1. After doing power up, we connected JTAG and tried to program FPGA. FPGA got detected in JTAG Chain and Indicated the part number in Quartus Tool. It got programmed also. Program shown Sucess. In this case program was toggling one Test point. But here Test point is not toggling and always stay in high. Am feeling that FPGA is programming but not getting functional.

2. AS Config method also we tried to program Flash, EPCQ. Here also Flash got programmed and shown the success. After the power cycle , FPGA is not functioning.

In Both cases FPGA is programming and Flash get programming. But Functioning is not happening. Can anyone help on this.

What's the HDL design you are trying to implement?  You say you are toggling a test point.  I presume you mean you've made a pin assignment and set an I/O standard for that pin?

Here .. we tried to program an LED blinking. But LED is in continuous ON Stage. Not Flashing. Also we have an 48Mhz crystal, that we tried connecting through FPGA to an test point. In that test point .. also signal is showing always high. Till Crystal to FPGA 48Mhz is coming. From FPGA to test point signal is always high. Also in Tool all unused pin we tried to pull low and checked on gpio connected to test point. Still test point was giving high. So we are not sure Whether FPGA is getting programmed or not.

But in quartus tool , it is showing as programmed and getting detected in Tool chain. Is there any problem in our Hardware connection.

Are you using the 48 MHz directly as the clock?  What is the clock in this design?  If it's too fast, you wouldn't be able to see the LED flashing.  Maybe increase your count or use Signal Tap to confirm that the output is toggling in hardware.

Yes 48Mhz we used directly as clock. We have 48Mhz one crystal , another crystal available with 106.25Mhz for Serial Lite, another 64Mhz clock also using. Signal Tap we are not able to get connected .. in this design. After programming we tried to use signal tap but we are not able to see... one doubt is like , in tool FPGA is showing as programmed. So is it really getting programmed ? any hardware configuration we need to change.. please check and suggest...
