https://www.altera.com/en_us/pdfs/literature/dp/cyclone-v/pcg-01014.pdf the nCONFIG, CONF_DONE, nSTATUS should be connected to VCCPGM through an external10-kohm pull up resistor. The VCCPGM can be either 1.8V, 2.5V, 3.0V, or 3.3V.
