Cyclone III stuck at POR?

It looks like we've found the reason for the POR fault, finally. The PCB was manufactured faulty, none of the VCCINT pins were connected to 1.2V. We found this after de-soldering the FPGA from the board. The PCB was supposed to be 100% electrically tested - apparently it was not.
