cyclone III qfp can't access jtag chain

Hi all,

I used AS configuration scheme, image (http://img26.imageshack.us/img26/5953/jtagconfig.jpg) (FPGA EP3C25E144C7N)

As a result i can't configure FPGA via JTAG
