I am having a similiar problem. When I power up my board, the nStatus line settles at about 0.9V. When I try and configure the device (3C16 and 3C80), the Config_Done line goes to about 1V for a few milliseconds, then drops to 0V. If I replace the 10K pullups on nStatus and Config_Done to 4.7K, the board works fine.
