cyclone 3 I/O,VREF pin used as IO

Hi all,

I'm use a cyclone 3 qfp EP3C25E144 and i have a problem with the pin 65 ( IO,VREFB4NO) connected to clk signal, but i have always a 3.3V signal

Can this pin be used as IO pin??
