Cyclone® III (EP3C25) Component Body Info

Hi, I'm looking for details with regards to Cyclone® III (EP3C25).

Mainly the footprint and the component body dimensions.

I would like to check if the footprint recommendation and IPC match.

I have looed at the component and there appears to be be solder mask around the solder balls which are not highlighted in the Altera Device Package Information 04R-00233-2.0.

I have attached an image of the Solder balls with what appears to be some type of solder resist around the balls.
