is it necessary to include Transceiver Reconfiguration Controller IP Core when enable CvP?

In Cyclone V device when enabling the CvP with Gen 1, it does not require transceiver reconfiguration controller IP. You can refer to page 30 from the CvP user guide: https://www.altera.com/content/dam/altera-www/global/en_us/pdfs/literature/ug/ug_cvp.pdf
