Yes it is. A .mif file is just a text file with a specified format

I would like to ask your opinion regarding my problem. I have a file which is txt file. It contains number. I attach my txt file. I already create the mif file based on my txt file. Is it my mif file is correct? Because the result I get seems something wrong. - Altera_Forum

I have no idea what you're trying to do with it. But from the look of it the the values are quite simple.
Something like this could easily be defined in HDL.
