Connecting a PCIe board to a PC

Hello, Suppose I have an Altera evaluation board with an integrated PCIe connector. the board is connected to the pc, it's powered on, but isn't programmed. Will the PC recognize it ?

No. At least the IO configuration and PCIe interface must be initialized. Other design parts can be possibly reconfigured later, e.g. through CvP.
