configuration of Cyclone® II Starter EP2C20 development board (EP2C20F484C7N)

Reference to the schematic of the Cyclone® II Starter EP2C20 development board (EP2C20F484C7N),

1- It is shown that it is not possible to use the USB Blaster cable. However, I found that JP3 but it is not assembled on the board. Can this be used with the USB Blaster cable?

If not, how we can use USB Blaster cable with this kit in JTAG mode

2- What is the function of the EEPROM of the part number "93LC46B" which is assembled on the board?

3-Is the SRAM chip assembled on this board used for the FPGA configuration?

4- Is the SRAM chip assembled on the “Cyclone III F780 Development Kit board used for the FPGA configuration?
