Can't program the flash device

I have just received the Cyclone III development kit and I'm trying to figure out the flash programming. I have a .pof file that I wish to replace the default factory .pof file. I have followed all the steps from the guide and then I get to step 11: turn on Page_0 and Option_bits in the Program/Configure column. However, nothing happens when I click on it. No check mark appears. What am I doing wrong?

Another difference from the example picture is their checksum says 00000000 while mine says C5E01BF4.

    I figured it out. Apparently you need to have a top design file in the file field for the top device. This doesn't follow what their guide says but it worked for me.
