can't config two fpga with FPP

i use FPP to config two fpga (Cyclone III EP3C120).

when only one fpga, i can use JTAG or FPP to config it.

when two fpga, i can't use JTAG to config them, one of which has a single

JTAG interface.

when power up, nstatus signal is pulse, nconfig signal is high, config_done

is low. After configration through JTAG, these signals is still .
