One of the suggestions at the top was..

'The TDO connection to the dowload cable migth be shorted to GND or is an open circuit'

Did you try buzzing the TDO to GND to check if ther is a short. Is it actually

adjacent to a GND pin on the pin-out ?

TDO should give something out.
