I am using Quartus Prime 21.1. I am also facing the same issue as I am not able to boot MAX10 Kit(REV C) using QSPI Flash. Performed all the Steps from AN 730 for option 4 and 5. I am not being able to execute the results.

Kindly please come up with some resolution for this issue.
