Block vs Distributed RAM

What is Block RAM & Distributed RAM in FPGA ? What is the significance of both ?

I have a cyclone II DE2 board and it dont have enough RAM (M4K) to fit my design.

Is there any way that we can tell quartus to use both LE and m4K rams for fitting.
