as you already mentioned, the Anti-Fuse FPGA are one time programmable only but on the other hand these units are operational on power on, i.e. these units do not need to be configured by a datastream first. For programming and testing there are meanwhile Anti-Fuse "replacement" devices that can be programmed several times but are pin replacements (i.e. the hardware "around" the FPGA is like on serial hardware).
