All outputs set to high with basic and/or project

I just got the Cyclone II mini board listed here: http://www.amazon.com/riorand-ep2c5t144-altera-cyclone-development/dp/b00lemkr92, and I am trying to make a basic project that does a ternary "and" and 'or" operation on the three inputs. However, when I upload it, all the two output pins and the three onboard LEDs are always set to high. Does anyone know why this might be?
