Super ContributorThe .par file you download is a template file. As stated on that page, you have to install and use the design template using the New Project Wizard or just double-click it in newer versions of Quartus.

New ContributorI know that, I did it many times with other projects, but this project, AN830, is not complete. The .par file should contain 3 files but only two are available.
