What do two yellow and two green blinking LEDs on the Intel N3000 PAC mean?

Question

I was trying to install Intel N3000 FPGA PAC on the Supermicro 2029GP-TR server. 
The FPGA shows 2 yellow and 2 green leds blinking. This behaviour is not described in the manual. The FPGA does not show up in lspci on the server. What can be done?

There is a similar question asking by Anup_Agarwal. I believe there is a same server (please correct me if I am wrong)We are in the progress of assisting him to solve the problem. you may refer below for detail
