vga to ntsc

I need to implement a VGA input ( 1024x768 60Hz ) to PAL/NTSC output.

Is there a Dev board that can help with this design ?

Any other design support available for this ?

    you'll need a board with an ADC input for the VGA and video encoder for the output. Plus some external memory for the frame buffering.

    yes - but do you know of an altera dev board that provides those facilities ?
