Unable to Program MAX7000S using Quartus II programmer

hi Mates

it like i'm new to ALtera CPLD devices. currently working on MAX7000S family CPLD. when i connect EPM7128S through JTAG port using QUARTUS II programmer its detect the Chip with checksum 0x00000 but only BLANK CHECK option is available, want to Erase and Configure it but none of Option is available. is there some license ,Software support issue, hardware issue or JTAG is disabled?

    You have to specify a file to use for programming. Double-click <none> in the File column to choose the file and then enable the Program/Configure checkbox.
