HI,

Triple speed ethernet IP is indeed encrypted IP but should be free of charge. You should be able to view it and generate the IP design file accordingly. (which you already did)

I try out with Quartus Lite v18.0 (Lite version is without license requirement) and I am able to build and compile TSE design successfully without error.

Your error message looks like Quartus synthesis compilation error and not IP licensing error. You may want to review your design for potential syntax error.

Alternatively, feel free to zip your Quartus project and share it here then I can help you to take a look as well.
