Stratix 10 FPGA Development Kit Overheat

I have a new Stratix 10 Development Kit, but seems like it has some problem after running for some time.

Here is the observation:
The observation was the fan will blow up to about its max capacity after a while, and this can be heard by the loud noise coming up from the fan.
At this time, we can still program the board without any issue.

After some time (within 1 hour from the time of power up), the fan will just stop operating.
When this happens, the device can be no longer detected at Programmer.
