question is, what do you consider as replacement part. There's most likely no pin-compatible replacement, no FPGA in same QFP240 package among active Intel/Altera products and no part working with 1.8V core supply.
Apart from this problem a small recent FPGA, e.g. Cyclone IV (EP4CE10) or Cyclone 10 (10CL010) can replace said APEX 20KC FPGA 20K200.
