Basically, it is possible to migrate the RTL design from old to new devices. However, if the design consists of Intel FPGA IP, i am afraid we cant. The reason is because new device will use latest and updated Intel FPGA IP. Moreover, the pin assignment is totally not the same. Thus in short, we can migrate RTL logic but not IP, setting and pin assignment.
