This CPLD device can be set for 3.3 V I/O pin operation. You may refer the data sheet of this device from this link below on page 20.

2) These CPLDs are very convenient for hobbyists because they are PLCC, but they are not easily found. Do you know where you can buy them or have (Altera/Intel) PLCC alternatives?
