It's not about money issue here.
The proven thermal cooling solution from Intel is the one that comes by default on the dev kit board.
if you are serious about considering alternative thermal solution, I would recommend below proper design practice.
- in depth thermal solution analysis is something that tied closely with user own Quartus design power consumption. It needs to come from user
- Intel highly advised user to analyze Arria 10 FPGA device power consumption via below EPE spreadsheet. You will know how much cooling effect is required once you analyzed your design power consumption accordingly

Like wise you can wait to see if other user besides Intel had conducted similar thermal analysis and can share their finding here.

Power consumption is trivial: we have to allow for worst case. This is an eval board and we're developing the RTL, so if we get something wrong, we could easily max out the power consumption budget.
