License the software for DE1 Kit

You need to download and install Quartus II Web Edition, it sounds like you have the subscription edition installed.

What OS and what version of Quartus are you trying to use?

The OS is Windows 7 and the Quartus edition is the one that came with the kit - 7.2

I doubt that version 7.2 is supported under Windows 7. I think older versions of Quartus Web Edition did use a license file that you had to request, but that service probably does not exist anymore.

Download and install the latest version of Quartus II Web Edition. The zip file I pointed you to was developed using 11.1sp1, but it should work in whatever the latest version is. If not, ask, and I'll help you figure it out.
