    Hi,
not sure what your actual question is. You are asking about a specific FPGA device in F484 BGA package. According to device overview document, it has 324 user I/O pins available. Same die is also offered in F780 BGA package with 532 user I/O pins. For detalis of pin functionality you can refer to pinout tables.

    Regards
    Frank

    IC FPGA - EP4CE40F23C8N

Please clarify on whether the product has a maximum number of single-ended digital inputs/outputs of greater than 700?

Please clarify whether the product has an ‘aggregate one-way peak serial transceiver data rate’ of 500 Gb/s or greater?

      Neither.
      324 < 700
EP4CE series has no GBit transceivers at all.
