I want to use .jbc configuration file by using mcu and jtag interface to configure CPLD(MAX10),can intel offer JTAG API function which i used by mcu?

I would suggest to use JAM STAPL Player on a MCU and then send the JTAG binary bitstream to FPGA. You may refer to link below for more information on that:
