I have install Quartus II v.13 sp1 how obtain license I have select the following options -Connect to the altera licensing center - Buy the Quartus II subscription edition software but nothing happens

If you've purchased a license, you also have to generate the license file at the licensing center. Look for the license you've purchased in your account and the option to generate a file from it.
