I downloaded software for Cyclone IV FPGA EP4CE6E22C8N V2 Development Board which it supposals be free but I'm constantly asked for License for SW and I can't open the development software, can anyone help to resolve this issue? thank you in advance!

Use Quartus Lite, which is free.

Download the latest version from below link
