http://www.alteraforum.com/forum/showthread.php?t=53707&p=220107#post220107 I clicked the one next to EPC4E F17 - and it gave me the 256 pins pdf (perhaps a wrong link?). You can check the rest of the package information from there. I am not really sure about CAD libraries (not a board developer) but I went to the link below: https://www.altera.com/downloads/download-center.html# and on the left side column there are download sections for "board layout and test" and "board system design". Could be what you are looking for...
