Does anyone know about Altera Dev Kit with a DDR3 sodimm & cost < $3000?

http://www.terasic.com.tw/cgi-bin/page/archive.pl?language=english&categoryno=138&no=683 it is a Stratix IV kit with DDR3 SO DIMM up to 8GB. The cost on the website is USD 2460
