DE2 Web Server cannot establish Ethernet link

I've been unsuccessfully trying to get Terasic's version of the demonstration web server running on a DE2-115. With much difficulty, I eventually got it compiled and running on the hardware, but it cannot establish an Ethernet link. I've tried connecting directly to my laptop and to my router, using both of the board's Ethernet ports, but it always acts like it's not connected to anything. It fails to establish a link, times out, and statically assigns itself an IP address, which I cannot access through a web browser. Anyone know what the problem could be?
